Note: This process requires moving downloaded folders into the Mods folder of The Sims 4. Be sure to read and follow these steps carefully before adjusting your game files. Mods are performed at the user's own risk.

Step One: Go to Deaderpool's Blog

The MCCC mod was created by Deaderpool, who still has the download hosted on their personal blog. From there, you will navigate to the MCCC Downloads tab. This will show you all of the most recent versions of the mod with helpful descriptions for compatibility.

Step Two: Download and Unzip the File

After you find the download most compatible with your Sims 4 setup, proceed to click it under the Release column. This will start the download of the zip file. Once you access the file, unzip it to reveal all the individual documents.

Step Three: Place the Download in the Mods Folder

After unzipping the file, you will see several items inside. Move all folders over to your Mods folder, which is located in the Electronic Arts folder that holds your Sims 4 folder (which is within your Documents). This will enable the mod to work.

Note: If you have other mods and want to keep them organized, you can add one layer of the folder for the Mods folders. For example, you can create an MCCC folder within the Mods folder, but not another within the MCCC folder. If you do this, the mods will not be detected by the game.

Step Four: Edit and Save the Resource.cfg File

When you install MCCC for the first time, you will need to edit and save the Resource.cfg file. This is necessary the first time, but only once (even when you update the mod). You also only need to do this if you are not using specified sub-folders within your mods folder. If you are organizing with folders, you can skip this step.

To start, right-click on Resource.cfg and select open. Use Notepad to open the file. Make sure the file looks like this:

Step Five: Start Your Game and Check if the Mod is Running

Open Origin and start The Sims 4. Once there, go to the Menu and select Game Options, then Other. In this box, make sure to check the boxes to Enable Custom Contentand Mods and Script Mods Allowed.

After you enter the game, there should be a popup that introduces MCCC in your game. If this does not happen, the mod is not working.

Step Six: Go to a PC or a Sim

To find the settings that you'll frequently use for MCCC, go to either a computer in a household or your sim. Click on either to find the settings (labeled MC Command Center or an icon of Deaderpool).

Step Seven: Make Sure to Keep Up to Date

Whenever there are updates in the game, you will need to update MCCC. This applies to all mods and custom content in The Sims 4. Make sure to keep an eye on Deaderpool's site for updates.

A third issue is that The Sims 4 only detects mods one folder deeper than the Mods folder at most. There are ways to get the game to detect deeper folders, but for now, if you have deeper folders to organize your custom content, draw everything back to being either directly in the Mods folder, or only one folder deeper. Download the Mods framework from ModTheSims. Documents Electronic Arts The Sims 3 Mods. Delete the Resource.cfg file. Use Ctrl+V or right-click > Paste to put the new Resource.cfg in your mods folder. Create a new folder in your Mods folder, and name it Overrides. Once that's done, name it resource.cfg (you'll have to select 'all files' from the File Type drop down to keep it from tacking on.txt as the extension) and put it in the documents electronic arts the sims 3 mods folder.

So I'm feeling pretty stupid.
I downloaded a mod that came with its own mandatory resource.cgf (mandatory as in the creator said you need the resource.cgf file that comes with the mod in your mod folder) but I already have a resource.cfg file in my Mods folder that came with the base game.
What should I do so that I can have both? I can't have two files in the same place with the same name. I tried putting the mod and its resource file in a folder - that didn't work.
Can anyone help?

I'm not positive this will work, but I think I remember seeing it... Try taking out the original resource.cfg file (from the base game) and use the one that the mod needs.

Make sure you save the original resource.cfg somewhere safe in case you need it. You prob wouldn't want to reinstall everything if it didn't work out.

What reason did the modder specify for needing a new Resource.cfg file? The only reason where using an edited version from the one originally provided is to have more embedded folders. That's to have a folder, within a folder, within a folder, so the game knows how many levels deep to read them.
The original version only goes two or three folders deep.
If a modder made it so folder A holds a package file, that goes inside folder B with another package file, that goes inside folder C with yet more package files, that all goes inside folder D with even more package files... then you start to see the need for an edited Resource.cfg. Like Russian dolls within dolls. That's all the Resource.cfg does. Tells the game how deep to read folders within other folders; subfolders. Nothing more. If its needed for a mod, then that is what the mod is doing, folders within folders more than the standard issue. Though now I'm baffled as to why a modder would even do that?
How old is the mod? Because when TS4 was first released, 'script mods' (Not Package mods) could not be read by the game if inside of folders. Maxis patched that yonks ago so that script mods could be read inside a folder. But only one folder deep. Put a script mod into a folder, then put inside another folder, then the game cannot read it. What I'm guessing here is the mod in question may be older than the Maxis patch where script mods could never be read while inside a folder.
Lastly, the modder may have actually created a new Resource.cfg with an 'Overrides' folder setup, so that while in the main mods folder it overrides anything that could potentially conflict with it. When you place this mod into your main mods folder, is it held with an 'Overrides' folder? The Overrides functionality does not come with the standard Resource.cfg.

It may be that you have a corrupted Sims 4 folder. It can and does happen. It's easy enough for the game to build a new Sims 4 folder. If simply trying to replace resource.cfg keeps failing, and you are not using sub folders such as @amc462000 suggests, then follow these steps and the game will build it all new for you.
1. In Users/My Documents make a backup of the whole Sims 4 folder.
2.Delete original Sims 4 folder.
3.Start game, it will build a new Sims 4 folder.
4.Exit game without saving, then move over old saves folder to replace new one. Do same with Tray folder if you have stuff in that, also all mods but do not replace the newly built resource.cfg file, finally any game config files for your preferred setup.
5.Start game again and hopefully all mods are now showing and working.
